A website or online store paid from grant funds: work split by expense category

Yes, you can pay for a website with grant funds: the Procedure for providing grants to start or scale up one's own business (Cabinet of Ministers of Ukraine Resolution No. 738) allows up to 10% of the grant for developing a website or online store, plus up to 20% for setting up, integrating and maintaining digital solutions. We split the work along these categories so that each invoice and acceptance act covers one of them, and we tell you before the contract whether the job fits your limit. As of 2 October 2026; check the current version of the resolution.

Situations where this service delivers results

Scenario 1 of 4

The grant is approved and the website is in the business plan

The amount for the website is already written down, and it has to be spent within its category. We arrange the work so the invoices match the plan, and we say right away if any part does not fit.

We'll review your situation in a free audit

What we measure

  3. What the website needs to doa business card site, a catalog or a store with payments and delivery are very different in scope
  4. Which integrations you needpayments, delivery, accounting, CRM; under the Procedure this is a separate category, not part of the website
  5. What you already havedomain, old website, logo, texts, photos, a product catalog in a spreadsheet
  6. How much time is leftfunds not used within three months of being credited are returned (clause 23)

What you get

  • a list of work split by the categories of clause 7 of the Procedure
  • an answer on whether the job fits the limits for your amount

What affects the price

Why two seemingly identical tasks are priced differently

  • How many products and where they come fromA catalog of a few dozen items is filled in by hand; several thousand are imported from a spreadsheet or from a supplier, and that is a separate job.
  • DesignA ready-made template adapted to your logo and colors or a layout from scratch: the difference shows in both time and cost.
  • Texts and photosWe publish materials you already have. If they need to be created, photo and video content is a separate category in the Procedure, not part of the website limit.
Process steps

Transparent stages with approval at every step

Total duration:5–45 days

  1. Estimate and split by category

    1–3 business days

We look at the job, the grant amount and the business plan if you already have one. We tell you what fits the limits, what does not, and what to do about it.

  2. Contract and invoicing schedule

    1 day

We fix the stages, amounts and acceptance procedure. Invoices are scheduled so that payments from the grant account fit the three-month window; check with your bank how it handles stage payments.

  3. Building the website or store

from 5 business days for a business card site to 45 for a store

A separate stage with its own invoice and acceptance act: structure, design, pages, catalog, cart, forms, in the scope of the estimate.

  4. Setup and integrations

    timeline given in the estimate

Payments, delivery, accounting, CRM as a separate stage with a separate invoice. We check that each integration works.

  5. Acceptance and acts

    1–2 days

You review the result, we fix your comments. An acceptance act for each stage with the same description of work as the invoice.

  6. Maintenance or advertising

    per contract

Only if they are in the business plan: under a separate contract or stage, because in the Procedure these are different expense categories.

One invoice "for the website" or work split by category

How this option differs from the alternative

One invoice for everythingOur approach
Limitthe whole amount is described as the website and may not fit into 10%website development stays within 10%, setup and integrations within their own 20%
Matching the business planyou have to explain which part of the amount is the website and which is integrationseach invoice corresponds to a line in the plan
Changesany change affects the entire amounta stage can be removed or moved without rewriting the whole contract
Documentsone act in general termsan invoice and acceptance act for each stage with the same description of work
What we need from you

We can't start without this — best to prepare in advance

  1. The grant amount and the award decision, or the amount you plan to request.
  2. The part of the business plan about digital expenses: which categories and amounts are already there.
  3. The date the funds were credited, if you already have the grant; the deadline for using them counts from it.
  4. Details for the contract, and whose name the domain and hosting go under.
  5. Materials you already have: logo, texts, photos, a product catalog in a spreadsheet.
  6. One contact person who makes decisions.

FAQ

Most frequently asked questions — with concrete answers

Can I pay for a website from an own-business grant?

Yes. Clause 7 of the Procedure for providing grants to start or scale up one's own business (Cabinet of Ministers Resolution No. 738 as amended on 1 September 2026) lists among the permitted expenses developing or improving a website and/or online store and introducing digital process automation tools, up to 10% of the grant. The condition is that these expenses are in the business plan: missing or mismatched expense categories from clause 7 are one of the grounds for refusal (clause 19). As of 2 October 2026; check the current version of the resolution.

What is the website limit for a grant of UAH 100,000, 300,000 or 500,000?

The limits are calculated from the grant amount. With UAH 100,000: website or store up to UAH 10,000; setup, integrations and maintenance up to UAH 20,000; licensed software up to UAH 25,000; marketing and advertising up to UAH 10,000. With UAH 300,000: 30,000, 60,000, 75,000 and 30,000 respectively. With UAH 500,000: 50,000, 100,000, 125,000 and 50,000. This is arithmetic from the percentages in clause 7, not our price; how much of it goes to the website is set by your business plan.

Can integrations and maintenance be paid separately from the website?

In the Procedure, this is a separate category: payment for setting up, integrating and maintaining digital solutions needed to implement the business plan, up to 20% of the grant. That is why we put this work into a separate stage with its own invoice and acceptance act. Which category a specific job belongs to is decided not by the contractor but by those who approve your business plan and expenses.

Who checks how the grant money was spent?

Payments from the grant account are made by the authorized bank, based on an invoice or a contract with the supplier that you submit (clause 31). Compliance with the grant agreement, including on-site inspections, is monitored by the State Employment Center through its regional centers (clause 25). Whether an expense meets the grant conditions is decided by the bank and the employment center, not by us.

What documents do you provide for reporting?

A contract listing the work, plus an invoice and an acceptance act for each stage. The contractor is a registered sole proprietor, and payment goes to a bank account. For payment, the Procedure names an invoice (invoice, receipt, waybill, etc.) or a contract with the supplier. If your bank or employment center asks for a different document or wording, tell us before the contract is signed and we will adjust.

Do you write the business plan or submit the grant application?

No. You or your consultant handle the business plan, the application, the interview and correspondence with the employment center. From us you get a list of work by category and an estimate you can use in the section on digital expenses. We do not guarantee the grant and have no influence on the decision.

What if the website does not fit into 10%?

There are three options. Reduce the first version: for example, launch the catalog without complex filters and add them later. Put whatever really is setup or integration, rather than development, into a separate stage. Or pay the difference with your own funds under a separate invoice. Which of these is acceptable in your case is decided by the bank and the employment center.

How much time is there to use the grant, and will we make it?

Funds not used within three months of being credited to the account are returned (clause 23 of the Procedure). That is why we agree on the invoicing schedule in the contract before work starts. A business card site usually takes 5–14 business days, a store 25–45; we will be more precise after the estimate. Check with your bank how it pays stage invoices.

Is the price different for a grant-funded project?

No. The amount depends on the scope of work, not on where the money comes from. We name it after the free estimate and fix it in the contract.

Can I pay in installments?

If you pay part of the amount with your own funds, it can be split into several payments with no interest; the calculator on our "Pay in installments" page (lionex.com.ua/en/pay-in-installments) builds the schedule. This does not affect payment from the grant account, which is made by the bank.

There is no price list on the site on purpose: the same work differs several times over between two clients, and a “from” figure explains nothing in that case. First a free audit — we count your pages, duplicates and speed — then we name the sum and the deadline and fix both in the contract.
