WhatsApp chatbot: built for your store under Meta's rules

A WhatsApp chatbot answers shoppers from your store's business number: price, availability and delivery come from your catalog and knowledge base, and anything complex goes to a manager along with the conversation history. It runs on Meta's WhatsApp Business Cloud API, so the channel's rules apply: you can reply freely within 24 hours of the customer's message, but you can only message first with a template Meta has approved. In our LEO Chat product, WhatsApp is still in beta, so we build the bot as a project around your needs.

What's included

Complete list of work and what you get as a result

  • a review of Meta's rules for your case before the contract: which number we connect, which messages go out as templates and how many of them your company will pay for
  • connecting the number to the WhatsApp Business Cloud API under your company's Meta account: both the number and the bot are registered to you, not to us
  • a webhook that verifies the signature of every incoming request (X-Hub-Signature-256): the bot rejects any message not sent by Meta
  • a knowledge base built from your catalog and common questions; if a bot already runs in Telegram or on your website, we reuse the same one instead of building it again
  • buttons and lists instead of long text menus, kept within WhatsApp's limits: up to 20 characters per button, up to 24 per list row
  • an ordering flow: cart, name, phone, Nova Poshta branch or parcel locker, and the waybill number in the same chat
  • payment via a link to your payment provider's page, or cash on delivery, whichever the shopper chooses
  • status and reminder templates with parameters (order number and waybill number), submitted for Meta's approval together with you
  • handing the conversation to a manager with its full history, plus a list of questions the knowledge base had no answer for
  • a test run on real customer messages before launch: what the bot closed, what it passed to a person, and why
When this service isn't right

What's not included — so there are no surprises at delivery

  • Meta's fees for delivered messages: Meta bills your company directly, we're not an intermediary
  • Meta's decisions on the number, display name and templates, and how long it takes to review them: these are out of our hands, and we don't promise them
  • messaging numbers whose owners haven't agreed to receive messages from you: WhatsApp's rules don't allow it
  • running a WhatsApp channel or community: the bot works in one-on-one chats with individual shoppers
  • LEO Chat as a ready-made subscription for WhatsApp: in the product, this channel is still in beta
Who it's for

Situations where this service delivers results

Scenario 1 of 3

Customers already message you on WhatsApp

Your manager replies from a personal phone, the same questions about availability and delivery keep coming, and in the evening there's no one to answer. The bot takes over the routine ones.

We'll review your situation in a free audit
Free audit

Free review: does your store need a WhatsApp bot

On WhatsApp, Meta charges for delivered messages, and your number and templates go through Meta's review, so we first count how many inquiries actually come through this channel and which of them the bot will handle.

What we measure

  1. Where WhatsApp inquiries come froma manager's personal number, the WhatsApp Business app, or none yet
  2. Share of routine questionswhat in a month of chats the bot could close without a person
  3. Message volumehow many replies and templates the bot will send per month; Meta's bill depends on it
  4. Number for the botwhether your existing number can be connected without losing chat history, or a separate one is better

What you get

  • a written conclusion on whether a WhatsApp bot is worth launching
  • a list of inquiries the bot will close and those that stay with a manager
  • a list of the templates you'll need and a cost breakdown: our work separately, Meta's fees separately

Timeline: 1–3 business days

Why is it free

Without counting inquiries and template messages, any estimate would be made up, and Meta's fees go to your company every month, so a miscalculation costs you.

What's next

Next comes an estimate broken down by stage and a fixed-price contract.

What affects the price

Why two seemingly identical tasks are priced differently

  • Flow depthanswers from the knowledge base only, or full ordering with Nova Poshta and payment: different amounts of work
  • Number of templateseach template means text, parameters, Meta approval and a separate test; two statuses and ten reminders are different jobs
  • Knowledge baseif a bot already runs in Telegram or on your website, we don't rebuild it, we just connect it
  • Numbera new dedicated number is easier to connect than an existing one already used for chats

Tasks and results in numbers — all metrics measured by us

LEO Chat

LEO Chat, the agency's own conversational commerce product; live channels: Telegram, the website widget and OLX chats

Task
Test on our own product what your WhatsApp bot will be built on: whether the model sticks to the store's knowledge base, and whether every confirmed message gets through when parts of the system fail. We tested in LEO Chat, in Telegram and the website widget.
Solution
An answer engine working from the store's knowledge base that hands unknown questions to an operator; a durable queue on NATS JetStream with deduplication and retries; a WhatsApp Business Cloud API module in beta.
Result
Reference set of 45 questions, July 4, 2026: 89.7% accurate answers, not a single answer outside the knowledge base. Chaos test on August 17, 2026 on a test stack: 300 messages per second with the engine, NATS and Redis forcibly killed; 0 lost and 0 duplicated confirmed messages. Neither measurement was made in WhatsApp: in LEO Chat this channel is in beta, and on your project we test it separately.

Process steps

Transparent stages with approval at every step

Total duration:11–24 days

  1. Review and channel rules

    1–3 days

We look at your WhatsApp chats, count routine inquiries and the messages that will go out as templates, and show what Meta will bill you for.

  2. Number and Meta account

    set by Meta

Together with you, we connect the number to the Cloud API under your company's account and submit the display name customers will see. Meta sets the review time; it isn't part of our schedule.

  3. Webhook and knowledge base

    3–6 days

We set up the webhook with signature verification, connect the catalog and knowledge base, and run test conversations.

  4. Ordering flow and payment

    4–8 days

Buttons, lists, cart, Nova Poshta branches, the waybill number in the chat; payment via a link to the provider's page or cash on delivery.

  5. Templates and tests

    2–4 days

We prepare status and reminder templates, submit them for approval, and check how the bot behaves after the 24-hour window closes.

  6. Launch

    1–3 days

Handing complex inquiries to a manager, instructions for your team member, and monitoring the first conversations.

Technologies & integrations

What we build on and what it connects to

Stack

  • the answer engine and ordering flow of LEO Chat, the agency's own product, which runs in Telegram, on websites and on OLX
  • Meta's WhatsApp Business Cloud API: text, buttons and lists, template messages, a webhook with signature verification
  • a message queue with retries and deduplication from the same product

Integrations

  • Nova Poshta: cities, branches, parcel lockers, waybill creation
  • your store's payment provider: a link to the payment page
  • CRM via webhook
A WhatsApp bot vs. the WhatsApp Business app on a manager's phone

How this option differs from the alternative

WhatsApp Business appOur approach
Replies in the evening and on weekendsa placeholder auto-reply, while the question itself waits until morningthe bot answers right away from the knowledge base; complex questions wait for a manager with the history
Placing an ordera manager copies the details by hand into a spreadsheet or CRMin the chat: cart, Nova Poshta branch, waybill number
Statuses and remindersa manager messages each customer personallytemplates with the order number and waybill number, sent from the system
Meta's feesthe app itself is freefor delivered messages: templates by category and country, regular replies beyond the first 1,000 per month per number
What we need from you

We can't start without this — best to prepare in advance

  1. access to your company's Meta business account, or agreement to create one together: the number and the bot are registered to you
  2. a phone number for the bot: existing or separate, we decide during the review
  3. a product catalog or feed and examples of WhatsApp inquiries from the past month
  4. details of the payment provider your store already uses
  5. a person responsible for taking over complex conversations in the chat
If something is missing — let us know, we'll help you gather it or do it as a separate task.
FAQ

Most frequently asked questions — with concrete answers

Can the bot be connected to a number already used in the WhatsApp Business app?

That's the first thing we check during the review. Meta has a mode for using both at once (coexistence): the number stays in the WhatsApp Business app on the manager's phone and is also connected to the Cloud API the bot runs on. Whether this mode is available for your number, and how much of the chat history it carries over, depends on Meta's terms at the time of connection. If it doesn't fit, we use a separate number for the bot so chats on the old one don't break.

How much does Meta charge for messages, on top of your work?

Meta charges for every delivered message sent by a business, and bills your company directly; we're not an intermediary. Templates are priced by category (marketing, utility and authentication) and by the recipient's country. Since October 1, 2026, free-form replies within the 24-hour window beyond the first 1,000 per month per number have also become paid, as have utility templates sent within an open window. That's what the documentation at developers.facebook.com/docs/whatsapp/pricing says, checked November 5, 2026; Meta changes its rates, so before the contract we calculate them for your volume.

Can the bot message a customer first?

Only with an approved template and only to a person who agreed to receive WhatsApp messages from you. The bot can send free-form text only within 24 hours of the customer's last message. That's why we prepare order statuses and cart reminders in advance as templates with parameters (order number, waybill number) and submit them for Meta's approval together with you.

Hasn't Meta banned AI bots on WhatsApp?

The WhatsApp Business Platform terms (section 4.7) prohibit using the API for general-purpose AI assistants where the conversation with the model is the product itself; Meta decides on its own whether that's the primary or an auxiliary function. According to Meta, the restriction has applied since January 15, 2026. The same terms prohibit training models on WhatsApp data. A store bot that answers questions about your products and delivery and takes orders is customer service: the model in it answers only from your knowledge base and passes everything else to a person.

Can an order be paid for right in the chat?

The bot sends a link to your payment provider's payment page, and after payment it returns a confirmation and the waybill number to the same chat. The link works the same way on a phone and in WhatsApp on a computer. Cash on delivery remains an option too: the shopper picks it with a button, and the order goes through without prepayment.

Do you already have a working WhatsApp bot?

Not a ready-made one. LEO Chat, our product, runs every day in Telegram, in the website widget and in OLX chats, and its WhatsApp module is in beta: it already receives messages through the Cloud API, verifies Meta's signature, and sends buttons, lists and templates, but we don't sell it as a subscription. For your store, we take from the product the answer engine measured on 45 reference questions (89.7% accurate, July 4, 2026) and the ordering flow with Nova Poshta, and we set up and test the channel on your Meta account.

What does the bot do when it doesn't know the answer?

It doesn't make things up; it hands the conversation to a manager with its full history, so the customer doesn't have to explain everything again. Questions the knowledge base had no answer for go into a separate list that shows what to add to the knowledge base. One detail of the channel: if the manager replies more than 24 hours after the customer's last message, free-form text is no longer possible, only an approved template.

How long does launch take?

Our stages add up to 11–24 days: review, webhook and knowledge base, ordering flow, templates with tests, and launch. Steps on Meta's side come separately: connecting the number and approving the display name and templates; Meta sets their timing, and we don't promise it. The warranty is 30 calendar days from signing the acceptance act, and we respond to requests within 2 hours during business hours.

We'll look at your WhatsApp chats, tell you what the bot will handle, and show our work and Meta's fees separately. The review is free, and we respond within 2 hours during business hours.
